“Licence to Build: A Route to Protecting Consumers” explored how licensing building companies can safeguard homeowners, improve standards, and support professional builders. Chaired by Sarah Edwards MP, the discussion highlighted the pressing need for regulation in a sector where anyone can currently call themselves a builder, resulting in widespread consumer risk and unsafe practices.
Brian Berry, Chief Executive of the Federation of Master Builders, outlined the case for a licensing system, citing research showing that £14.3 billion has been lost by homeowners to rogue traders over the past five years. He emphasised that both consumers and the industry would benefit: licensing would raise standards, eliminate “cowboy builders,” provide a dispute resolution process, and offer structured continuing professional development for builders.
Bill Esterson MP highlighted the urgent need for licensing in government-backed retrofit programmes, where poorly installed insulation has caused substantial property damage. He noted that consumer confidence depends on having competent, accountable tradespeople and welcomed a licensing system akin to established schemes such as Gas Safe, emphasising the importance of combining consumer protection with professional support.
Panel discussions also focused on streamlining existing accreditation schemes to reduce costs and complexity for installers, while ensuring rigorous oversight. Audience questions highlighted the need for phased implementation, starting with publicly funded retrofit work, and for integrating multi-skilled training to meet the UK’s net-zero and housing ambitions.
The event concluded with a shared recognition that licensing is essential to protecting consumers, supporting professional builders, and delivering high-quality, safe, and reliable home improvements across the country.
